FISIP UNDIP Cultivates Publicism Events for Student Learning

Diponegoro University’s Faculty of Social Science and Political Science (FISIP) turned the Publicism activity to strengthen the learning process for the students in taking care of the activity. This tradition is initiated by the Department of Public Administration of FISIP in order to make the students practice their organization skills through event organizing or such public activities consisting of lots of networking.

The Publicism itself is a big event held by the Public Administration Student Association that is already started in 2014. The event consists of a National Seminar, Student Scientific Writing Competition, Student Essay Contest for Senior High Schools and equivalent, Alumni Gathering, a Public Acoustic music performance, and a Public Super Sale Bazaar, defined by the Dean of FISIP Undip, Dr. Hardi Warsono MTP, while opening his speech in the National Publicism Webinar in which the theme was “New Normal Era Employment Policy in Indonesia: Opportunities and Challenges”.

Several figures such as Ir Abdul Kadir Karding SPi Msi (Member of the Indonesian Parliament), Chairman of Apindo Central Java Frans Kongi and Chair of the Center for the Study of Industrial Relations and Labor Protection (PSHIPTK), Faculty of Law, Trisakti University, Dr. Andarani Yurikosari SH MH, explained his studies related to this theme.

According to Hardi Warsono, since the program had started, the positive impact for the students is always getting clear, so the faculty agreed to maintain and develop the program. The contribution of the students in organizing the event in which the material is related to the actual condition is seen as a valued knowledge and a beneficial experience.

In the context of a pandemic situation due to Covid-19, where many problems interfere with all economic joints, the ability to change and adapt in all fields must be done. Most noticeably, Covid-19 made the industrial revolution 4.0 materialize faster than previously thought. For this reason, students as prospective new workers are required to be adaptive in the new normal era by increasing their own capacity.

In the webinar that was held on Tuesday, November 24, Abdul Karding explained “Challenges and Opportunities for Workers in the New Normal Era”, while Frans Kongi, the Chairperson of Apindo Central Java presented the material ‘Conditions, Challenges and Business Opportunities in the New Normal Era’; while the Chairperson of the Trisakti Univ PSHIPTK Dr. Andarani Yurikosari SH MH presented a paper entitled “Employment Policy in the New Normal Era in Indonesia from the Angle of Manpower Law”.

A member of the Indonesian Parliament who is also an alumnus of FPIK Undip, Ir. Abdul Kadir Karding SPi Msi, reminded the manpower challenges, especially an increase in the workforce of 2.9 million people per year. The current growth of the workforce has to deal with the reality of shrinking jobs due to the pandemic that has even laid off 5 million workers.

To that end, Karding asked that the discussion of employment cover three things at once, namely labor, companies, and policies, in this case, the government. All three must be discussed in detail so that a solution can be found. He also revealed that in the new normal era, the industries that were seen to be growing were the health, food, and online services sectors. Meanwhile, labor-intensive industries such as construction and manufacturing fell to only 28% of their normal capacity.

Meanwhile, the Chairman of Apindo Central Java said the Covid-19 pandemic had hit the manufacturing industry badly. May 2020 is the toughest time because people cannot export as a result of the lockdown policy in several foreign trade partners such as America, China, Japan, India and others. This condition makes it difficult for entrepreneurs who have produced and incur costs.

On the other hand, the domestic market also collapsed due to large-scale social restrictions (PSBB) which had an impact on decreasing people’s purchasing power. The Central Java textile industry, which is usually a large supplier in Tanah Abang Jakarta and Pasar Turi Surabaya, is also struggling because the market is closed so that the company’s cash flow is disrupted.

A legal expert from Trisakti University, Andarani Yurikosari, called the pandemic a Force Majeure, which is an extraordinary event that causes people to be unable to fulfill their achievements due to events beyond their means.

However, this condition cannot be immediately used to cancel a contract or agreement. Force majeure can only be used to renegotiate for the parties to the contract on matters that the parties cannot fulfill, including in terms of employment.

She said the parties could make a re-agreement in this pandemic condition. “What is not allowed is company policies that violate the provisions stipulated in the law,” she said.
